Level 1 — Invitation opened
A visitor opens an approved official resource. Repeat clicks from the same session are deduplicated where practical.
Level 2 — Step started
A visitor begins an approved inquiry, orientation, signup, or interest form.
Level 3 — Step confirmed
A visitor voluntarily confirms completing a clearly identifiable action. Self-reported confirmations require administrator review before appearing publicly.

Sources and Limitations
The national figure is a published federal benchmark, not a real-time census. The movement totals reflect only validated events generated through this website. They do not measure national system change, and they should not be compared as equivalent units.
No public total includes names, email addresses, locations, sensitive child-welfare information, individual donation amounts, or unapproved self-reports.
